WHAT IS IATF 16949:2016?
IATF 16949:2016 is a common automotive quality system requirement based on ISO 9001:2015, and specific requirements from the automotive sector. The standard is applicable to any organization that manufactures components, assemblies and parts for supply to the automotive industry.
The standard itself does not contain the requirements of ISO 9001:2015 so organizations need to ensure that both standards are used when implementing the requirements.
WHO ARE THE IATF?
IATF 16949:2016 was jointly developed by The International Automotive Task Force (IATF) members and submitted to the International Organization for Standardization (ISO) for approval and publication.
The IATF members include:
BMW Group, FCA US LLC, Daimler AG, FCA Italy Spa, Ford Motor Company, General Motors Company, PSA Group, Renault, Volkswagen AG and the vehicle manufacturers respective trade associations – AIAG (U.S.), ANFIA (Italy), FIEV (France), SMMT (U.K.) and VDA QMC (Germany)

IS IATF 16949:2016 RIGHT FOR ME?
The standard is applicable to any organization that manufactures components, assemblies and parts for supply to the automotive industry. In this context manufacturing is defined as:
The process of making or fabricating production materials, production or service parts, assemblies or heat treatment, welding, painting, plating or other finishing services.

IATF 16949 TRANSITION INFO
As well as the requirements of ISO 9001:2015, IATF 16049:2016 has a number of key additions which will need to be demonstrated as part of the assessment process such as:

- Human Factors
- Risk Management
- Contingency planning
- Competence and training
- Preventive Action
- Product Realization
- Design, including requirements for Embedded Software
- Supplier development
- Quality Manual
To define the process of transition from ISO/TS 16949 to IATF 16949, the International Automotive Task Force (IATF) has also published a Transition Strategy document which outlines the necessary requirements that support this process. In support of this change, IATF has also published a transition strategy document and also taken the opportunity to release an updated version of the Rules for achieving and maintaining IATF recognition, known as Rules - 5th Edition.
The automotive standard will have the same deadline for transition as the ISO 9001:2015 standard which is the 14th September 2018, but Certification Bodies will be permitted to make a certification decision up to 120 days after this date, as long as it is also within 120 days of the audit end date.
The new ISO 9001:2015 alters, or all together eliminates some of the requirements of the current version of ISO/TS 16949. This means that by changing your quality system over to the ISO 9001:2015 standard prior to implementing IATF 16949, you may inadvertently make your quality system violate the current ISO/TS 16949:2009 standard.
NQA are recommending that certified automotive organizations maintain their current Automotive Quality Management System until it undergoes a successful transition audit by NQA to the IATF 16949 version.
Where an organization will be achieving certification or undertaking recertification to the current ISO/TS 16949:2009 standard, NQA will be issuing certification in accordance with the recently published IATF Transition Strategy document.
For certification that is issued or re-issued to the ISO/TS 16949:2009 standard, the certificate will only have an expiry date that will not exceed 14th September 2018. Upon successful completion of a transition to the IATF 16949 standard, the certificate will be re-issued for a new 3 year cycle.
IATF 16949 TIMELINE
THREE STEPS TO CERTIFICATION
for registration is made by completing the Automotive Quote Request Form. This provides information about your organization so we can accurately define the scope of assessment.
to IATF 16949:2016 is undertaken by NQA - this consists of two mandatory visits that form the Initial Certification Audit (explained below).
is issued by NQA and maintained through a programme of annual surveillance audits and a three yearly recertification audit.
INITIAL CERTIFICATION AUDIT
The purpose of this visit is to confirm that your organization is ready for full assessment. Your assessor will:
- verify the scope of activity, operating locations and processes
- review records of internal audits for the past 12 months including one complete audit conforming to requirements of IATF 16949:2016
- review KPI’s for customer and operational performance trends for last 12 months, which includes
- customer satisfaction
- customer complaints
- shipping control or special status imposed by customer due to poor performance
- on time delivery
- customer score cards
- internal and external PPM
- employee motivation and awareness
- continual improvement issues and supplier performance
The purpose of this visit is to confirm that the management system fully conforms to the requirements of IATF 16949:2016 in practice. Your assessor will:
- undertake sample audits of the processes and activities defined in the scope of certification including processes, operational shifts, manufacturing sites and additional customer specific requirements
- document how the system complies with the standard using objective evidence
- report any non-compliances or opportunities for improvement
- produce a surveillance plan and agree a date for the first surveillance visit
If the assessor identifies any major non-conformances, certification cannot be issued until corrective action is taken and verified. This must be undertaken within 90 days.
