These amending Regulations amend Directive 2003/59/EC on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passengers, which these Regulations implement. This primarily changes the scope of the Regulations and the vehicles which they cover.
Vehicles and drivers covered by the Regulations
Changes are made to the types and actives of vehicles covered by the regulations including:

Emergency ambulances

Transport of humanitarian aid

Maintenance staff driving a category D or D1 vehicle

Drivers operating a vehicle in a rural area to supply their business
Category definitions
Full definitions of the categories of vehicle are removed and replaced with reference to the definitions given in the Road Traffic (Licensing of Drivers) Regulations 2006; to ensure consistency across the Regulations.
