Introduces a new framework to suppress the Coronavirus outbreak across England comprised of 3 'Steps' to implement gradual relaxations on individuals and businesses. Step 1 areas contain the highest level of restrictions with Step 3 containing the least.
Step 1 restrictions include:
Currently, every area within England is classified as a Step 2 area and must adhere to the Step 2 restrictions.

- indoor gatherings are limited to 2 people;
- outdoor gatherings are limited to 6 people;
- allowing essential businesses to remain open (e.g. supermarkets, banks, post offices, vehicle repair shops);
- closure of non-essential businesses and holiday accommodation; and
- restrictions on service of food and drink for consumption on the premises.
- indoor gatherings are limited to 2 people;
- outdoor gatherings are limited to 6 people;
- allowing more non-essential businesses to remain open in addition to essential businesses;
- closure of entertainment businesses, indoor restaurants, holiday accommodation; and
- restrictions on service of food and drink for consumption on the premises.

- allowing more non-essential businesses to remain open in addition to essential businesses;
- closure of entertainment businesses; and
- restrictions on service of food and drink for consumption on the premises.
