The responsible authorities (Secretary of State in England, Welsh ministers in Wales or Northern Ireland Department for buildings in Northern Ireland) must take appropriate steps to ensure public buildings take an leading role in the promotion and use of renewable energy. Other minor changes are made to remove and amend out of date regulations.
