Building Control (Amendment) Regulations 2025

Definitions have been updated to align with the Building Regulations 1997. Building control requirements are extended to include certain alterations to storage buildings.
The definitions are inserted / updated for:

care facility building;
-
industrial building – high hazard;
-
industrial building – normal hazard;
-
storage building – high hazard;
-
storage building – normal hazard;
-
material change of use; and
-
place of assembly.
The list of building uses where a material change of use is deemed to take place is updated to include industrial and storage buildings of normal and high hazard. A fire certificate must be obtained when such a change of use occurs. High hazard buildings are those which contain or are used to store flammable, explosive or hazardous goods or materials.
A fire safety certificate and disability access certificate are now also required for material alterations to storage buildings involving partitioning or adding additional floor areas. Where a fire safety certificate is not required for a material alteration to a storage building, a commencement notice must be submitted instead.
