Puts a target for the UK to reduce its greenhouse gas emissions and sets up a framework for this to be achieved. It places a limit on the net amount of carbon units that may be credited to the net UK carbon account for the budgetary period of 2023-2927 at 55,000,000 carbon units. The limit excludes the use of carbon units that result from the operation of the European Union Emissions Trading Scheme (EU ETS).
