The Plant Health etc. (Miscellaneous Fees) (Amendment) (England) Regulations 2021

  • The Plant Health (Fees) (Forestry) (England and Scotland) Regulations 2015
  • The Plant Health etc. (Fees) (England) Regulations 2018
Comes into force: 27th May 2021

The definition of a professional operator to mean any person who is involved professionally in, and is legally responsible for, one or more of the following activities involving plants, pant products and other objects:
  • planting;
  • breeding;
  • production, including growing, multiplying and maintaining;
  • introduction into, and movement within and out of Northern Ireland;
  • making available on the market; and
  • storage, collection, dispatching and processing.
Furthermore, they give an exemption to the application fee for a phytosanitary certificate (for export or re-export) of plants in England, under specific circumstances where a consignment is to be transported to Northern Ireland. These regulations would expire at the end of 31st December 2022.
