When does this change take place: 1st September 2016
They place a duty for owners of buildings to take action to assess and to improve the performance of the existing non domestic building stock, to reduce energy use and greenhouse gas emissions. They also provide for the circumstances in which the owners of non-domestic buildings are required to take steps to improve the energy performance of such buildings and reduce such emissions. The owner of a building must also make an action plan available to prospective buyers or tenants where the building is to be sold or let.

Building owners must take action to assess and improve the building performance to reduce energy use and greenhouse gas emissions

Before marketing a building for sale or rent they must be able to make available to a prospective buyer or tenant an Action Plan to contain a programme for implementing measures to improve the energy performance of the building.

The building owner is then required to implement the measures in the Action Plan within 42 months, a document to confirm that building improvement measures have been completed should then be issued

The building owner can choose to defer the implementation process by producing an annual Display Energy Certificate.
