The Producer Responsibility Obligations (Packaging Waste) Amendment (Scotland) Regulations 2023

Amends/Commences: The Producer Responsibility Obligations (Packaging Waste) Regulations 2007 
Comes into force: 1st January 2024

Jurisdiction: Scotland

The recovery and recycling target for 2024 is updated. Producers must now recover and recycle 80% of packaging waste.

Producers must also meet material-specific recycling targets. The 2024 specific-recycling targets are:

• 82% for glass;

• 61% for plastic;

• 69% for aluminium;

• 87% for steel;

• 83% for paper and cardboard; and

• 42% for wood.
