The Windsor Framework (Plant Health) Regulations 2023

Following the Windsor Framework agreement on 24th March 2023, a Northern Ireland plant health label has been introduced, which replaces the previously required phytosanitary certificate.
This is to ease the movement of plants between Great Britain and Northern Ireland while also protecting the biosecurity of the island of Ireland.
These Regulations give effect to a number of provisions agreed under the Windsor Framework, including:

the removal of a prohibition on seed potatoes entering Northern Ireland (NI);

the easing of the movement of plants for planting (including seeds and previously prohibited high-risk plants) between Great Britain (GB) and NI; and
-
the requirement to use Northern Ireland plant health labels (NIPHLs) instead of phytosanitary certificates.
