​Recommendation on the use of fuel consumption and CO2 emission values when buying cars

This Recommendation relates to the availability of consumer information on fuel economy and CO2 emissions in respect of the marketing of new passenger cars.

It lays down the requirements for communicating the official fuel consumption and official specific emissions of CO2 for all new vehicles, using the New European Test cycle (NEDC) values until 31 December 2018.

As of 1 January 2019, Member States should ensure that only the World Harmonised Light Vehicle Test Procedure (WLTP) fuel consumption and CO2 emission values are used for consumer information purposes.
 
The WLTP procedure for measuring fuel consumption and CO2 emissions will in many cases be higher, when compared to the NEDC values for the same car. This is due, in part, to the more realistic test conditions conducted under the WLTP regulatory test procedure than currently carried out under NEDC.
